World Association of Public Employment Services (WAPES)

WAPES was founded on October 18, 1988 in Geneva and is headquartered in Brussels. In order to be a global platform for sharing good practices and experiences in the field of public employment services, WAPES organizes activities such as workshops, peer reviews, training programmes, study visits.

İŞKUR joined the Association in 2003, representing Türkiye, and was elected as a member of the Board of Directors in 2012, representing the European Region. İŞKUR was elected as the President of the Managing Board for the 2015-2018 period at the World Congress İŞKUR hosted in Istanbul in 2015. Since handing over the Presidency to Morocco in April 2018, İŞKUR continues to follow the developments in the European Region and global meetings.


Centre of Public Employment Services of Southeast European Countries (CPESSEC)

Bringing together the public employment services of the countries in Southeast Europe, CPESSEC organizes executive and expert meetings every year hosted by the country that is the term president, aiming to develop cooperation and share good practices in the fields of labour market and employment.

İŞKUR hosted an expert meeting on "Target Group Based Service Providing" and executive meetings on "Enhancing the Organizational Structures of Public Employment Services" within the scope of Türkiye's 2016 term presidency. It continues to make presentations about the work of İŞKUR every year at the meetings held by the countries holding the term.


Organization of Islamic Cooperation Public Employment Services Network (OIC-PESNET)

Within the framework of the OIC Public Employment Services Network (OIC-PESNET), two meetings were hosted by Türkiye in 2014 and 2016 in cooperation Islamic Countries Statistics, Economic and Social Research and Training Centre (SESRIC). In addition, thematic contribution was made by İŞKUR to OIC Capacity Building Programmes (OIC-PESCAB) initiated by SESRIC.

3rd Meeting of OIC-PESNET was organised in order to arrange the operational mechanism of OIC-PESNET previously founded with the cooperation of SESRIC-İŞKUR and increase the efficiency of the network; İŞKUR, on behalf of Türkiye was elected to the Presidency for June 2021-June 2023 period; in the scope of the meeting, working principles of the network was presented to member countries and the two-year working programme was determined.

Under the programme created, studies continue to strengthen the current structure of the network and raise the exchange of information and experience among member countries, and within this scope, various training and workshop activities are carried out. 


Turkic Public Employment Services Network
(TURKIC PESNET)

 So as to form a sustainable cooperation platform with Turkic Republics, develop efficient solution offers for labour market problems and design capacity building programmes;  workshops were held in Ankara hosted by İŞKUR –the first one was in 2015 and the second one was in 2018.

Under the umbrella of Organisation of Turkic States, which our country, Azerbaijan, Uzbekistan, Kazakhstan and Kyrgyzstan are members of, studies commenced in order to establish Turkic Public Employment Services Network (TURKIC PESNET).

 

OECD - Joint Action Programme for Local Economic and Employment Development (LEED)

OECD Joint Action Programme for Local Economic and Employment Development is an OECD unit that operates under Directorate for Entrepreneurship, SMEs and Regional Development. LEED Programme formed within the Centre concentrates on innovative ideas that would serve the goals of regional development and increasing employment and social welfare.

KOSGEB was assigned as National Coordination Unit of LEED Programme, which our country is also a member of; and our Agency participates in meetings and studies held in the scope of the Programme as the relevant organisation.  


OTHER ACTIVITIES

International Cooperation Protocols: Cooperation protocols are signed in order to strengthen cooperation with corresponding public employment services of the countries and increase exchange of experience with them.  

 Delegation Visits and International Reports: Works are carried out in areas of receiving foreign delegations visiting our Agency and providing our Agency’s contribution for various reports and studies prepared by international organisations.    

Translation Services: Translations services that our Agency needs are rendered.
